Out of 9,643 candidates who appeared in the competitive exam, only candidates passed the written exam — the first in a series of rigorous testing which includes medical and psychological exams and interviews — resulting in an abysmal pc pass rate. Therefore, if this trend is analysed objectively, popular opinion — that the FPSC is biased and deliberately discourages candidates from appearing for the examinations — does not hold merit. Since its inception as the Imperial Civil Service in the 19th century, the civil service via bureaucrats has acted as a linchpin in administering the everyday affairs of the government and ensuring continuity of service delivery irrespective of political upheavals. As such, it is imperative that the civil service consist of the best, brightest and most competitive individuals who possess a passion for public duty. Over the years, however, the decline in the quality of new recruits has resulted in poorer governance. Politicising the service further weakened the institution, and bureaucracy was blamed for its perceived facilitation of malpractice by being hand-in-glove with corrupt politicians. This has tarnished the image of the once prestigious CSS to the point that the general public has become increasingly discontented with its performance. In the face of changing needs and demands of the day, it is necessary that the new generation of civil servants be equipped with the concepts and tools necessary for modern day governance. An examination system that merely prefers individuals on the basis of the highest score in subjects such as sociology or journalism considered the easiest in scoring is not enough. The previous scheme of subjects unfairly favoured applicants with social sciences and humanities backgrounds. Looking at past scoring trends, the majority of aspirants — including professionals like doctors and engineers — opted instead for subjects such as history, languages and the law, while specialised subjects such as economics, public administration, political science etc were avoided due to tougher marking schemes. Given the scenario, the new changes introduced to the structure and composition of the exam are, therefore, highly welcome. Since most of the groups and services require specialised knowledge — such as the Inland Revenue Service, Foreign Service, and Audit and Accounts Service — and others need specific skills and temperaments — such as the Pakistan Administrative Service and Police Service — it is imperative that allocation not be done solely on the basis of overall score, but keeping in view the personality traits and academic backgrounds of the candidates. Additionally, the FPSC ought to conduct the written examination in two stages — a general exam to sift through candidates and a specialised exam to allocate candidates to each service and group. Such a process would ensure the selection of appropriate professionals against each vacancy, increasing efficiency and improving service delivery. Also, any specialised training imparted to the candidates would then build on their already strong conceptual knowledge base, thus allowing for focus on practical applications. Other reforms the FPSC should diligently pursue include pushing for increase in pay and incentives; vigorous work performance monitoring; and de-politicisation of the civil service, with increased accountability and transparency. A more rigorous and updated recruitment process will yield long-term results by attracting candidates who are passionate about public service, have the necessary knowledge and skills to deliver, and a purposeful drive to serve their country first and foremost. The writer is claiming that as a part of the recruitment process, competitive exams form the backbone of civil service and thus, good governance. If the current bureaucracy is called good governance, then I am afraid that what the worse form of governance will look like?. Our bureaucracy is inept and one of the most inefficient in the world. We are a 3rd world country for reason. Our civil service form the backbone of corrupt practices at the highest level. FPSC should be future looking. World is changing fast with evolving technology and crime environment. All CSS applicants who succeed should have the ability to think innovative and outside the box to find answers to complex future scenarios. The steps are encouraging. There are too many points need to be considered also. As per criteria the head of any deptt or Institution shall be having that background. So the FPSC shall make any strategy for that like making modalities for Engg, Medicine, Social and etc. Furthermore, as we are having PhDs in nearly all fields now, and that requires a considerable time of age, so it also needs to be addressed. Furthermore, the qualifications requirements shall be rationalised on facts and actual ground basis Well assessed. There is a need accountability on the part of FPSC process of checking papers. But FPSC has never been cooperative and accountable. I fail to understand why they gave paper from past syllabi when they revised it;same goes with their paper checking mechanism -simply questioning the standard of education for such dismal result is not the answer and i personally think that revamp of whole mechanism and drastic changes in FPSC is the need of hour. The issue is not with the education system. The real problem lies in the forex exams are checked. However, both failed the respective paper relevant in the CSS exam of to their area of specialization. It is maddening just how outdated the exam methodologies are, including the fact that exams are handwritten and not computer-typed The CSS model do not sure the purpose as I remember a head of Health Department is headed by a MA Islamiat with CSS and has no knowledge of preventive health system nor have any idea of governance of health systems. I should suggest a PhD in any declipline or CA, ICMA with professional knowledge should be given the test to head the audit teams. Civil service has remained always lucrative due to its name-tag but with the advent of business class most of the people preferred to move to businesses and then to opt for elections as civil servants proved pawn to the political class. At present every body is lambasting the civil service due to weak and meek structure. Now forex umbrella of security of tenure and service security guaranteed by the constitution till which was the hallmark of civil service has been removed due to political compulsions. If we want to restore the sheen of yore then the need is to increase perks and to provide constitutional cover otherwise only change of Syllabi would not prove useful. This is because they deliberately target papers, ask anyone who has gone through it, they target Essay, Islamiat and Precis in alternating years. It is unfortunate that our educated youth is crazy about CSS, the world is going in another direction, towards science and knowledge based economy. They deliberately pass fewer people so that interviewing board is not burdened. It is against fairness to fail people. They should either call the top qualifiers out of all the qualifiers or introduce a screening test and then put a merit list, this way forex will be maintained and people will be given fair marks. I have passed the Essay paper twice in my 2 attempts with 57 and 45 marks and I can guarantee you that if you keep it simple and remain to the point during the whole write up, its the easiest paper to deal with. The current system is still imperial. Restructuring is urgently required. More than half of bureaucrates are mediocre. They pull on with the help of politicians and friendship they create among their fellow officers. They manage to get good reports from their superior through influence, partnership in corruption and buttering. There is no system to make reporting officer accountable for dishonesty in reporting. Unless we develop culture of honesty and sincerity in Pakistan, there is no hope. The exam system is very faulty. Candidates are expected to write words essay in English thus tilting it highly in favour of candidates from English medium schools. In their entire career, css officers hardly ever are required to write such long essays in hours. In Pakistan representation of all the provinces is necessary for national unity. But quota needs to be applied honestly with true sprite. In Sindh, until there was rural and urban quota to give fair representation in services to Sindhis and Urdu speaking people. Urdu speaking people could not get domicile from rural ares. Resultling in fewer urdu swpeaking people in Government of Sindh services although Urdu speaking people are better educated and competent. Get rid of this bureaucratic mumbo jumbo and devolve the power at grass-roots level. Easier to shift blame strategy educational system and candidates than to answer criticism based on facts. Lastly many candidates get admission in top universities abroad, score exceptionally well in international exams like Cambridge GRE etc but fail in CSS papers.
